The foreign trade of berry and fruit plant material between Finland and Russia has been low, even though the climate in Leningrad oblast and North-West Russia is quite similar to Finland. Climatic similarities would make possible to use same plant species and varieties in both countries. The Finnish legislation creates quite strict frames to carry on foreign trade of plant material to non-EU countries. The purpose of these restrictions is to protect the plant health status of Finland. The import of host plants of fire blight, e.g. apple and pear, is prohibited. Those fire blight host plants are only allowed to be imported for research and plant breeding purposes, and even then a special permission from Finnish Food Safety Authority Evira is needed. The import of strawberry plant material and plant material of dormant cherries and plums are allowed only from the European part of Russia. The import is easiest with plant material of currants, raspberries and blueberries. The import of organic growing media as such is prohibited. Growing media accompanied with plants are allowed but plant health certificate is needed. The most important export restriction from Finland to Russia is that export of growing media is prohi-bited. Instead, the export of pure peat is allowed. The Russian legislation basically does not restrict im-ported plant species or varieties. However, it is good to spare enough time to export procedure, because export practices can be case-specific. The Finnish legislation does not restrict export; only normal plant production regulations are valid. In export procedure one must follow the regulations of importing coun-try.
