The City of Helsinki has outlined in its environmental policy that economic and ecologically efficient management of the logistics of earth masses in construction is one of the main goals of development in the field of procurements, material efficiency and waste. To support this goal the city has prepared Development program of earth material management 2014 - 2017 that sets earth construction costs and transfer distance of earth materials to be halved by the year 2017 from the level 2010.

This thesis was carried out as a development project for the City of Helsinki’s construction department’s engineering unit Stara. The output of the project was an earth material management tool that enhances co-ordination and compilation of statistics on earth materials formed on Stara construction sites.

The theory part of the thesis comprises environmental impacts and legislation of earth material management, different soil types and their possible use in construction and also the principals of project planning and implementation. The earth material management tool carried out in the project was built with Microsoft Excel using data entry form and Pivot chart options.

The tool built in the project will function as a beta version. The data collected with the tool and the feed-back gathered from the users is important in the future development of the tool. With these actions the user-friendliness of the tool can be ensured.
