The purpose of this Bachelor’s thesis was to develop a tool to assess the repair debt of street pavement in Hämeenlinna. The thesis was commissioned by the municipality of Hämeenlinna, its urban construction unit which builds and maintains the streets and roads. The aim was also to conduct field tests of the tool and evaluate the measured results.

The thesis focuses on the damages of asphalt pavement of streets, especially rutting, and their effect on the repair debt. Another thesis was also commissioned for the same purpose focusing on street and road layer structures and dewatering systems. The aims of these two theses were to produce a sufficiently accurate and functional tool to be used in calculating the repair debt of streets.

Before the testing of the tool, theoretical and research material was gathered on the repair debt including information about streets in Hämeenlinna and their function classes.

In the survey of pavement rutting, it was observed that the condition of the main streets in Hämeenlinna was moderate. This evaluation was based on the need table created in the process of the thesis. A spreadsheet was also produced to estimate the quantity of the street area requiring renovation more efficiently. The spreadsheet proved to be even more useful in predicting the annual budget for the street maintenance unit than in evaluating the total cost of the repair debt.
