In Finland there are many organizations that plan constructed wetlands but there is no common definition of policy to realize those wetlands. At the same time ministry does important alignments and set objectives for the realization and management of wetlands.

The purpose of this thesis was to increase the cooperation between organizations and survey the situation of planning, realization, management and subsidy. It is important to compose proposals and to solve the problems shown and to develop the process. Lake Vesijärvi Foundation has supported the thesis.

Häme’s Centre for Economic Development, Transport and the Environment, Administration of Forests, Forestry Centres, Pyhäjärvi Institute, Finnish field drainage association in Southern Finland, Finland’s environmental administration, Finnish Wildlife Agency, Vanajavesi Centre, Lake Vesijärvi Foundation and World Wildlife Fund WWF answered the survey and also the clerical staff from The Ministry of Agriculture and Forestry and The Agency for Rural Affairs helped to find out information.

The main result of the research was that the subsidy system for realization of the wetlands is unique and necessary but also hard and vague. To solve these problems there should be constituted cooperation group between planning organizations. The mission of the group would be to increase interaction between the ministry and practical quarter so that the nonproductive investment subsidy system would be better developed for the practical use. It should also be made sure that the subsidy system would continue after the year 2013. In addition to this a communication system that makes a more effective flow of information possible and keeps the information of the wetland work real time should be established.
