This thesis handles the process of saving election official rewards and developing that process. The work is commissioned by The Finnish Government Shared Services Centre of Finance and HR, Palkeet. The target is to define the current process and visualize it. The purpose of the thesis is to create suggestions on how to develop the process to make it more efficient. The theory is based on literature about processes, improving and maintaining them and qualitative development. The theory describes how to identify a process and different ways of improving it. The suggestions for developing the saving process are also inspired by the author’s studies.

The author saved election official rewards whilst on internship in Palkeet. The current state of the process is identified based on the author’s experience. Whether the defined process is correct or not is confirmed by interviewing two employees of Palkeet, who are familiar with the process. The process is then pictured with a traditional process map. The employees of Palkeet, who have saved rewards in 2015, are asked to answer to a survey. These results of the survey, along with the experience of the author, are used to determine the development areas of the process.

Saving election official rewards interfered with the normal tasks of the Palkeet employees in 2015. The schedule of paying the rewards should be planned so that the employees have more time to do it. The instructions for filling the reward invoice in the constituency should be clarified so the amount of incorrectly filled invoices would decrease. Palkeet should evaluate whether it is more beneficial for them to continue to execute the process as it is or hire hourly-paid employees for it.
