The focus of this thesis was to research the possibilities of improving midcap business’ readiness and preparedness capabilities with the aid of public funding instruments. The aim of this thesis was to gain intersectoral knowledge about public funding’s possibilities to influence private midcap-level companies’ preparedness and readiness capabilities. The knowledge was gained from public institutions and ministries in Finland, but also from private midcap-level companies. Two main research points were the public fundings of Center for Economic, Traffic and Environmental Development and the Structural Funds, both provided by the Ministry of Economic Affairs and Employment. These two fundings were researched by the basis of applying them to business preparedness and readiness improvement. New and changed security environment has challenged the public institutions to think about risk and continuity management in private sector. Administrative and legal issues were brought to attention in this thesis. The thesis was assigned by the Southern Ostrobotnia Centre for Economic, Traffic and Environmental Development. The results and conclusions can be used to improve preparedness and readiness regionally. The thesis provides substantial results and conclusions how to target business fundings to have more impact. The literature framework consisted of books and publications about public funding and services and legal frameworks but also publications about business preparedness and risk management. Mainly the sources used for the thesis came from publicly available material such as National Emergency Agency and Ministry for Economic Affairs and Employment and qualitative interviews. In this thesis, qualitative research methods were used, and half-structured interviews were an important source of information. The themes slightly varied according to interviewee. This thesis was a constructive research.
