This thesis project was commissioned by a Nordic IT service company Enfo. The company is aiming for green values in Finland and they wanted to study the employees’ commuting habits. The case was assigned to the Espoo office and as a result of this project Enfo requested smarter and more efficient transportation by creating a new mobility plan at the workplace. Enfo is one of the many Finnish employers that have not yet elaborated mobility plans as adviced by the Finnish policy and strategy in transportation.

The main objective for this thesis was to collect all the major theory and instructions as to the Finnish mobility management. This thesis gathered all the needed information for creating a mobility plan for any Finnish company like Enfo. Hereby the function of this thesis is to work as a handbook for a mobility planner. Included into this thesis there is also a review of the opportunities that intelligent transport systems provide to the traditional mobility management area. The focus there is on a new consept of mobility as a service (MaaS) – what its current state is and how employers benefit from it as the vision of MaaS becomes reality.

In cooperation with the Helsinki Region Transport, a survey concerning Enfo’s commuters was made during the practical part of this thesis. In addition, the current state of Enfo’s mobility was analysed by examining employees’ commuting habits and by meter parking at the office. Implemented was also an experiment giving incentives to employees to change their transportation habits towards more sustainable.

As a result of this thesis a new mobility plan was proposed for Enfo Espoo. The plan was divided into two parts. The first part included big visions to be achieved in long term. The second part included short term actions to be fulfilled in the near future. One of the most significant actions was to reduce the parking capacity for cars at the Espoo office. The released budget funds should then be channeled to support smart and sustainable transportation modes.
